The California Department of Social Services (CDSS) held its RCFE Provider Meeting on July 20, which covered updates on Provider Information Notices, Community Care Expansion, Facility Management System, Forms, Regulation Package, Legislation, and Administrator Certificate Bureau.
Kevin Gaines, Deputy Director, started the meeting with staffing updates on the Community Care Licensing Division (CCLD).
Provider Information Notices (PINs)
The Department then released the following Provider Information Notices (PINs) update.

Community Care Expansion
CDSS also released its Community Care Expansion (CCE) Midpoint Implementation Report in May 2026 and highlighted that the grants were awarded to 20 countries across the State in all seven regions. As of July 2026, the CCE has expanded and reached its milestone of 15 projects, with 1,044 beds/units, that are under construction or rehabilitation, 5 projects with 227 beds/units that have completed construction or rehabilitation, and 11 projects with 735 beds/units that have initiated occupancy, with some already reaching 100% occupancy.
Facility Management System
In its move towards centralizing activities and providing additional digital options, the CCLD continues to move forward with its Family Management System (FMS) and the CCLD Public Portal. FMS is a new internal system that the CCLD staff will use to manage licensing-related work, while the CCLD Public Portal is the external-facing site that care providers and external partners will use to interact with CCLD.
The CCLD Public Portal will be first released in late August 2026. CCLD will identify the selected care providers and licensees to participate in its User Acceptance Testing, which will begin in July for external testers. CCLD staff will also receive internal training from late June through August 2026 to prepare for the transition to FMS and the Public Portal. The CCLD Public Portal webpage will be available in the future.

Regulation Package/Intermin Licensing Standards (ILS)
Medical Foster Homes for Veterans
The Department completed its Interim Licensing Standards (ILS) for this facility type.
Background Checks
Background checks are conducted, and regulations are being updated to implement and clarify statutory changes mandated by Assembly Bill (AB) 1720 and Senate Bill (SB) 1093, including provisions under Health and Safety Code (HSC) section 1522 and related authorities.
Section 100: Civil Penalties for RCFE Licensees
The package updated CCR, Title 22, sections 87759, Follow-Up Visits to Determine Compliance, 87761, Penalties, and 87763, Appeal Process, to reflect changes made by AB 2231. Additional information on this package can be found in PIN 26-02-ASC.
Section 100: SB 1406 Rate Increase Written Notice in RCFEs
CCR, Title 22, section 87507, Admission Agreements, is being updated to reflect the change mandated by SB 1406 to require a 90-day written notice to residents or the resident’s representative of any rate or rate structure changes.
Section 100: Reporting Requirements for Elder and Dependent Adult Abuse in Long-term Care Facilities
This regulation package was approved and updated the Reporting Requirements sections 80061, 81061, 82061, and 87211 in CCR, Title 22 to establish consistency across regulations and align with the current statutory reporting requirements for elder and dependent adult abuse.
Medication Regulations Package Update
The Department is still continuing to update the CCR, Title 22, section 87465, Incidental Medical and Dental Care Services through a series of separate smaller “topic chunk” packages rather than one large package.
Legislation Update on Cross CCLD Facility Types
SB 1276 (Rubio)
Section 311.3 of the Penal Code is amended to cover digitally altered or AI-generated material depicting a person under 18 engaged in sexual conduct.
SB 1285 (Durazo)
Section 782 of the Welfare and Institutions Code (WIC) is amended to read that when a juvenile court dismisses a youth’s case in the interest of justice, the adjudication is treated as though it never occurred and cannot result in future adverse consequences.
AB 2384 (Lowenthal)
Section 1203.48 is added to the Penal Code to allow individuals who were arrested or charged but not convicted, or convicted of an eligible offense, to petition the court to seal those records.
AB 2796 (Schultz, Alanis, Haney, Lackey, Nguyen, and Ramos)
HSC sections 1522, 1568.09, 1569.17, and 1596.871 are amended to expand criminal background check requirements for individuals associated with licensed community care facilities.
Legislation Update on Adult Specific Legislation
SB 1410 (Limón)
SB 1410 would amend section 1509.6 of the HSC to require applicants or licensees of adult community care facilities, Residential Care Facilities for the Chronically Ill, and RCFEs to provide the Department written notification of any change to their email address of record within 12 business days, rather than the 10 business days currently in statute.
SB 991 (Menjivar)
SB 991 would add section 1569.493 to HSC, relating to RCFEs and categorizing citations.
Administrator Certification Bureau (ACB) Updates
The current average processing time for applications is 47 days for initial applications and 43 days for renewal applications. Processing times are updated weekly and can be found on the ACB website.
A combined administrator and trainor vendor webinar was also held by ACB on May 21 and another webinar is expected in September, which will provide training and job aids on FMS to CDSS’ community partners.
The RCFE Provider Meeting ended with a few reminders on updates about the current backlog and response times by region for appeals, license revocations filed by region, exclusion actions, and the number of licenses on probation by region since the last meeting in April.
The next meeting is scheduled for October 19, 2026.
