Community Care Licensing Division Update
CCLD introduced Christy Creighton as the new bureau chief of the centralized complaint and information bureau and Alicia Rayner as the assistant branch chief on the program office.
Two Provider Information Notices (PINs) were highlighted in the meeting, namely 25-19 CCLD and 25-09 ASC. PIN 25-19 CCLD is the latest estimated SSI/SSP payment standards starting on January 1, 2026, for non-medical out-of-home care, licensed facility, or without in-kind room and board. PIN 25-09-ASC presents the annual summary of chaptered legislation that affects all, well, most adult and senior care facilities.
CCLD encourages the communication of COVID-19, influenza, and respiratory essential virus vaccination recommendations by the Department of Public Health in coordination with West Coast Health Alliance for winter virus immunization. A new licensed vocational nurse scope of practice regulation was also published by the Board of Vocational Nursing and Psychiatric Technicians, effective in October 2025.
Community Care Expansion Update
The Community Care Expansion program expands and preserves housing options that provide care and supportive services for older adults and adults with disabilities who are at risk of or experiencing homelessness. It is part of California's investment in infrastructure funding to address homelessness, support healthcare delivery reform, and to strengthen the social safety net. The program has awarded nearly 570 million to 61 housing projects across the state, which support the creation of more than 3,100 beds and units in communities across California.
The program has reached milestones both in Placer County and Alameda County. The Siena Terraces Adult Residential Facility, located in Auburn, opened on November 5, 2025. It is a newly constructed 78-bed facility providing a supportive community-based environment for recipients who are receiving SSI, SSP, and CAPI who are experiencing or at risk of homelessness. In Oakland, the Phoenix Project opened on November 20, 2025, which is a permanent supportive housing project that includes 49 units designated for homeless and formerly homeless individuals.
As of December 2025, 3 out of the 61 CCE-funded housing projects representing 695 new beds and units have completed construction and are in the process of initiating move-in. The county departments have also reached a total of 5,903 beds for CCE preservation across 202 licensed ARFs and RCFEs that accept residents who are receiving or applying for SSI, SSP or CAPI.
Facility Management System (FMS) Update
The CCLD Public Portal, a modern digital solution, will be implemented in phases beginning 2026 to summer 2027. It will introduce enhanced functionality and streamlined processes for licensing activities. The following key functionalities will be available in summer 2026:
Accounts and financial features that will have the ability to create a digital account and opt-in for electronic communications, which is optional
Electronic payment options for fees, including annual licensing, administrator certification, and late fees
Acceptance of credit card payments
Administrator processes, prospective administrators will be able to schedule and register for certification exams
Submit initial applications and required documentation, pay their fees online, and track their application status
In addition, trainings will be provided as a new feature of the portal, and downloadable job aids and live webinars for interactive learning opportunities will be available.
The CCLD Public Portal is designed to provide an intuitive web interface that connects directly to the new internal FMS system. This integration will improve data integrity, real-time updates, streamline processes, and operational efficiency.
Forms Update
There is an updated LIC 610E or the Emergency and Disaster Plan for Residential Care Facilities for the Elderly form. However, two forms are discontinued, particularly the LIC 300C or the Removal Confirmation Rescinded form, and LIC300D or the Removal Confirmation Non-Exemptible form.
Regulation Package and Interim Licensing ILS Update
CCLD has distributed the draft ILS for the Medical Foster Home for Veterans for review with feedback.
As for the background checks, the regulations are being updated reflect the changes mandated by Assembly Bill 1720 and Senate Bill 1093, primarily focused on updating required forms and simplified exemption criteria. It has now been submitted for internal review.
Three sections are being updated in the civil penalties for RCFE licensees to implement the changes required by Assembly Bill 2231. The specific sections are 87759, follow-up visits to determine compliance, 87761, penalties, and 87763, appeals process. Similarly, the updated sections are under internal review.
Aside from the background checks and civil penalties, the incidental medical and dental care services regulations have also been submitted for internal review. First, the authorized drug take-back program as an authorized additional disposal option for prescription and over-the-counter medications. Second, the updated regulation added the word applicable before state and federal hazardous waste laws to clarify the laws that would apply.
